My adsense earning is too low

My adsense earning is to low but i have more traffic and clicks but earning is low my click are 75 and earning is $4

It depends on the niche of your site, and also from where the clicks are coming from.
Where your traffic coming from?

My adsense earning also too slow. Last month I have earn just $27. And this month my adsense earning is also near to this range. What I can do to improve the earning of my adsense program. Can I use another blog for it.

The ad-sense earning is depends on the the traffic of your website. If your website have law traffic then your adsense earning is too slow.
