Link exchange is good, google bots find your site backlinks from many sites and it ranks your site good esp if these backlinks from quality sites.
You receive a small amount of traffic from the link exchanges as well.

Link exchanging is good and fast way to build links ,but you also can't exchange links so much ,which also will harm your website too.
